In the course of our planning for the

much rehabilitation of Hong Kong, we have given seme-

thought to the future of the University. It

will have to be started again almost from the

beginning since, apart from the problems

arising from the loss of buildings and

equipment and the internment of most of the

staff, there has, of course been complete

interruption of matriculation and graduation.

It is, however, necessary that, as soon as

possible after the liberation of the Colony,

the University should be in a position to

meet those urgent demands which will be made

on it for doctors, teachers and other

qualified persons to assist in restoring

normal conditions.

This being so, it is clearly not too

soon for plans to be made in the necessary

detail for the resuscitation of the University.

Our feeling is, however, that this planning

should preferably be the responsibility of a

body representative of the University itself

rather than of the Colonial Office or of the

future Hong Kong administration. We have in

mind, therefore, the establishment of a small,
